The confirmation came after the meeting of the EU foreign ministers during which the main framework, mechanisms and rules for negotiations were set. EU high commissioner on foreign policy Catherine Ashton had presented a report on Tuesday which said that all the main elements of the agreement between Kosovo and Serbia have progressed. However, Ashton added that much work still has to be done. The EU granted Serbia candidate status in March 2012 and the European Commission recommended opening accession negotiations a year later. Serbia will start negotiations with the opening of chapters 23 and 24 related to the rule of law, security and human rights.
